Asker: Thank you for your answer mediamatrix. Another translator suggested that NA refers to the kind of certificate being issued, which in this case is a birth certificate or Acta de Nacimiento in Spanish, so NA refers to Nacimiento. I double checked with a marriage certificate in Mexico and in the box class it says MA, referring to the first 2 letters of Matrimonio (marriage). So I translated "Clase NA" as Class: Birth Certificate.
