What are Regulations?

There are three types of law which prevail at the federal, state, and local levels of government in the United States: Statutory Law, Case (or Judicial Law) , and Regulations (or Administrative Law). Regulations are written by executive agencies to establish the rules and detailed procedures needed to administer the statutory laws passed by Congress and signed by the President. All of these terms are used to describe regulations: rule, administrative law, delegated legislation, and sublegislation. The federal government publishes all regulations in the Federal Register, along with proposed rules, notices, and other materials. The regulations are collected, rearranged by subject, and published in the Code of Federal Regulations.

La ley no incluye todos los detalles necesarios para su cabal puesta en ejecución. Muchos de los aspectos sólo se mencionan y se señala que el reglamento dispondrá xxx en esta materia, o así por el estilo. Aquí, en mi país, por ejemplo, tenemos la nueva Ley general de migración, pero los legisladores aún no se ponen de acuerdo en cuanto a su reglamento.

disagree  Wendy Petzall: Sorry! En Venezuela tenemos las Leyes (Orgánicas o no), que generalmente luego requieren un Reglamento para poder aplicarse en detalle. De ahí, "reglamentar": It would be drawing up the corrresponding regulations... Bye

neutral  xxxmediamatrix: I would agree if the source text said "reglamentar LA ley sobre educación", but it says 'UNA ley', which strongly suggests that the law itself doesn't yet exist, let alone the regulations.
