President of the Notaries Association
Explanation:
In this context provided it appears that "Decano" refers to a "Decano del Colegio Notarial", which in English could be rendered as "President of the Notaries Association" (but you will know if this is appropriate from the rest of the context in your document).

Here are US, UK, Australian and Canadian websites in which indicate that the head of an association of notaries (Colegio Notarial) is called a "president" (rather than a "dean"):

agree  Emma-Peta Jones: I know that every area has a Juez Decano, who tries to resolve issues (outstanding debts etc) prior to going to court. I would use Dean.

Executive / Superintendent

Explanation:
Though decano is usually translated as dean, I think, for this purpose in a notarized document, they are referring to an Executive or Superintendent.

Unless, with the context you have in the will, it's taking about a college (which I highly doubt), an Executive or Superintendent would probably be the more appropriate.

I've also seen decano translated as doyen (A man who is the eldest or senior member of a group: http://www.thefreedictionary.com/doyen), though I still believe Executive is the best choice.

Hope this helps!
