I think you can probably omit parts in brackets as you will be using these words in context already. Something like the following:
QUINTO COMPENSA, como al efecto compensa, pura y simplemente las costas por tratarse de esposos en litis ...
Fifth Compensation, fulfilling legal requirements (for compensation), purely and simply (OR without conditions/unconditionally) costs of the couple involved (in suit)
It appears that this is an uncontested divorce if in Dominica but you have given little context.

Haiti, Mexico, and The Dominican Republic are fairly similar in this regard. These countries people typically go to get an overnight/long weekend divorce, or to get a quick and relatively painless contested divorce (which are not valid unless due process has been observed.)
