This exists so that people whose guilt cannot be proven don't have to spend a long time in jail (though in Spain and Italy it seems to be used by corrupt characters to stall proceedings to avoid judgement...). "No es de lesa humanidad" means it isn't serious crime (for which the concept of prescription does not apply).

Hmm, it seems statute-barred does indeed exist for criminal law in the UK, Australia and the US, which is the context here.
