agree  AllegroTrans: before whom - theologically speaking, the parties marry one other, the priest, minister or civil official is only an "administrator"

-> Gracias, Allegro. No theology here; it's a civil marriage and the official merely formalized the desire of the parties. Now they have backed out of it.

Por lo general, en los certificados o actas de matrimonio, la expresión es la siguiente:

I hereby certify that the above named groom and bride were joined by me in marriage in accordance with the laws of the state of ___.

"certify": certificar, dar fe, dejar constancia.

Podría haber sido también: "who solemnized the marriage..."

disagree  Henry Hinds: ¿Qué quiere decir "certified"? De hecho los casó y además inscribió el matrimonio.
