Spanish term or phrase: asunción interna del contenido valorativo

internalization of the values (or) value system (embodied in the law)
Explanation:
The expression "falta de reconocimiento o asunción interna del contenido valorativo de la norma" might be translated as "failure to acknowledge or internalize the values (or) value system embodied in the law".

In my reading of your text this last part asks whether the accused "ignored that the practice (ablation) was unlawful" (déficit cognitivo, de conocimiento de la antijuricidad) or simply "failed to acknowledge/recognize or internalize/assume/adopt/embrace the values (or) value system embodied in the law (falta de reconocimiento o asunción interna del contenido valorativo de la norma).

acknowledgement of the valuable content

Explanation:
I believe that to get the point across in English all you need to do is make sure to focus on the contrasting points in Spanish: conocimiento vs. reconocimiento, i.e., knowledge vs. acknowledgement. Also, since the SL text gives two terms for the same thought (“reconocimiento o asunción interna”), and to highlight the previous contrasting terms, you can leave out “asunción interna” as a needless variant.

...it is not so much a cognitive deficit of knowing what is unlawful, but rather a lack of acknowledgement of the valuable content of the statute.

Not valuable content. Sorry! It is discretionary content.

acknowledgement of the discretionary content

Whoa. Now I'm not sure of the best way to translate valorativo.
