The use of out-of-town lawyers would have an ennormous effect on costs (on a solicitor-client basis) so maybe the contract is stipulating that any lawyers used in an action involving the warranty must be selected from the local \"lawyer pool\" of Bilao. By the way, how do you say \"jury pool\" in Spanish?
