From the first web site, discussing liquid fuels in South Africa: "The refining industry has effectively been deregulated in 1991 and although the income of refineries is determined by the deemed import parity cost of fuels there is no control in respect of refining margins. […] Price control is based on import parity pricing (in-bond landed cost) at the refinery gate… [A]s long as price control is applied the import parity pricing approach will be retained…."
