proyecto de ley para elecciones abiertas. Entiendo que se refiere a los partidos políticos, y una ley de este tipo (como existe en Argentina) permite a quienes no están afiliados al partido político participar de las elecciones internas de los mismos.
Y ahora una nota para los argentinos:
¿Se acuerdan del slogan; "afíliese a la UCR para que Alfonsín sea presidente?..."
