Or even: "He was ordered to appear before the Court, but this order was ignored."

Your English translation will depend on where you want to place the emphasis -- on what happened to the order, or on the action of the person to whom the order was issued.

Note: The phrase "...appear before the Court" is the standard formal way to say "...appear in court" in English legal language, as it would be used in such an order.
