There are two typos in Spanish, one is easy to understand, but the other one is not. This is what I understand, changing "retorno" for "retorna" and changing "y sinpor" by "por":
As form March 1, the balance of this contract shall return to the control and property of XXX and shall be administered by XXX.

I agree, I think the "sinpor" must have resulted from editing the sentence and the sin must have been left by mistake - thanks a lot....I'd hate to see what a machine translation would have come up with for that one ;)
