English translation:Notario Público
Explanation:

Notario

Explanation:
You do not have to specify the "public" in Spanish. Most widely used is the "notario" on its own.

do not translate!!

Explanation:
A "Notary Public" and a "Notario Público" are NOT the same thing, and some areas even have legislation prohibiting the direct translation. A Notary Public is any citizen who has registered with the State to act as a witness to signatures. A Notario Público is a highly qualified attorney with special powers and responsibilities, some at a near-judicial level. You cannot translate the term.

Notary Public (don't translate)

Explanation:
I agree with C Shaw. A "notario" and a "Notary Public" are not the same thing. In Texas, the translation of the term "Notary Public" is forbidden, lest someone confuse it with "Notario".
The webpage bleow explains the difference in Canada.

escribano/escribana publico/a

Explanation:
This is what I generally use, when translating that sneaky term, "notary public," for audiences in Central and South America,
and in Spain. I wouldn't translate it for a Northern Mexican or Puerto Rican audience, though.

As your fourth answerer, Carol Shaw, can tell you, Texas notaries public are famous for exploiting the confusion between Spanish and English, by letting Spanish speakers believe that they have the legal capacity to serve as attorneys (an interesting scam).

From the Oxford SuperLex:

notary (public) / "n@Ut@ri / n (pl notaries (public)) notario, -ria
m, f, escribano (público), escribana (pública) m, f (RPl)
