You rarely receive an original when you ask for a birth certificate, so for official purposes these documents are signed and sealed by a competent registrar. In case of doubt (an unsealed certificate or not a "true copy") the xerox may be compared with the original by a competent authority by way of authentication (driver's licences, citizenship accreditation, passport applications, etc.)

are they talking about comparing the document with an original record? Comparing a signature with a signature that's on file?
