My Larousse Diccionario económico, comercial y financiero (SP-EN) suggests "voluntary" as one of the meanings of "facultativo".

The management (directorate?) charged with the project

(i.e., facultada).
This is kind of tricky, and I read it several ways, but this seems the most feasible. "Facultativa" can mean "staff, resident, professional, in-house" (as against "voluntary", which is weird in a public company); it can also mean "orientative" as in "medidas facultativas" (i.e., they do not oblige), but since this is public works, I would ask if this project does not fall under one of the Direcciones Generales (directorates, as against mere management) and if it does not specifically refer to the project.

You have a couple of other questions out there that do not sufficiently explain your context. Very delicate in public works!

Authorised personnel in charge of project design and construction supervision. I have just had my house built and dirección facultativa meant the professionals in charge of and responsible for the project i.e. the architect and the quantity surveyor (aparejador)
