It seems very unlikely that the court actually held a session in the Cemetery, doesn't it?.
Please remember that in police and legal South American jargon "constituirse" in a place means simply "to go" there. I would check the "fojas" referred to, and see what it really means. They may have gone there, and written a minute recording what they found.
