Does this simply mean "Enclosed please find..."?

Yes, it literally means "I am attaching and sending (you)...", but "enclosed please find" is the Eng. equivalent.

In response to the written communication delivered by your office, my client has requested me to submit to you, in respect of repossessions 1, 2, and 3, file 13 which explains the differences between repossessions and the technique status.
Explanation: it does mean enclosed please find but in other words.
