This is based on the standard academic translation of "tercio de mejora" (third for betterment) and "tercio de libre disposición" (portion of estate disposable at will). The "tercio de mejora" is apportionable at will to any or all of the lawful heirs.
(Note: Three thirds is, by default, what the estate is divided into in case of intestate demise.)
