You could translate as the Division of Anti-trust Affairs or, since Puerto Rico is a U.S. Commonwealth, the Anti-trust Division, as in the U.S. Department of Justice. "Antimonopolistico" is usually translated as "anti-trust. See the article below about the Microsoft case.

If you know specifically what organization they're talking about, you may be able to find an "official" English title on the net.
If there's a parallel organization in the lower 48, the name will often be the same. Otherwise, you may just have to give it your best shot. If I'm not sure, I'll often give the title in Spanish with my best shot at the English in brackets.
