Explanation:
Coronel de Policía del Estado Mayor. (Investigué con la Embajada de Ecuador en México). En México (no sé en otros paises latinos), el "Estado Mayor" es un cuerpo policial y del ejercito que forman una guardía muy especial y elitista que resguardan al Presidente de la Republica y en inglés, se les llama "General Staff". Entonces, yo pondría en inglés: "Colonel of the General Staff".
