Hi everyone!
This is a marriage (union?) certificate from Guatemala. The title is Matrimonios Notariales and I'm not sure of its English equivalent and the other phrase is: Régimen Económico de Comunidad de Gananciales (as in: ambos optaron por Régimen Econ.......)

Matrimonios Notariales = civil marriages. -- According to the Cabanellas-Hoague legal dictionary, in most civil-law countries, weddings performed before government officials, under national law, are the only form of legal marriage, because the separate marraiges performed by Church officials have no legal effect. However, in common-law [i.e., Anglo-Saxon law] countries, church weddings fulfil the legal requirements.

Régimen Económico de Comunidad de Gananciales = the community property (or community of assets) system, under which each spouse holds an undivided one-half interest ih the property owned in common by both of them, and one-half of the earnings of each spouse is considered to be owned by the other spouse.
