Una corrección muy pequeña: el título de mi sugerencia debería ser 'that the city's 'picturesque' official culture almost never acknowleges'.

Me sigue dando vueltas en la cabeza, esto...! Otra versión posible: 'The series is a comic depiction of another Seville - rootless, down on its heels, lust-ridden, wrapped in a weed-smoking haze - that rarely, if ever, seems to find a place in the city's picturesque official culture.'
