This is really an "English-into-English" issue. I've encountered the following footnotes:

"Oliver A. Houck, Environmental Law in Cuba, 16.1 J. Land Use & Envtl. L. Fall 2000, at 14 (2000)"

and right below another footnote:

"Houck, at 19, quoting Agreement No. 2823 of the Executive Committee of the Council of Ministries of November 28, 1994."

Is this a reference to a page number? Boy, do you really have to be into bibliography to know this one.

Explanation:
In "Enviromental Law in Cuba", Houck is the author of Chapter 6, Volume 16.1. In the report "Commission of Assitance to a Free Cuba" from the U.S Department of State released on May 2004, Houck is quoted several times: foot note Nº 4 refers topage 14, chapter 6, volume 16.1 of "Enviromental...."; and foot note Nª 7 refers to page 19 of the "Agreement....."

and...YES, palomo...you´ve got to be into bibliography and the conventions according to which footnotes are made!!!!
