Quarantine measures "deberán determinar el área geográfica en la que operan las zonas focal, perifocal y de amortiguación."

Elsewhere speaks of areas of erradication etc. Amortiguación seems to be equivalent to "containment" holding things steady.

"buffer area" would make sense to me since this would "soften" or "weaken" any transmission of certain diseases.
