From your note, I think there are two alternative ways of understanding it:

- when I see danger, I investigate it
- when I see danger, I don't investigate it because I could be putting myself and others at risk, but I immediately inform the Prevention Section who send a specialist to investigate

This option is a half-way house between them. It just indicates that the supervisor doesn't do nothing. There must be rules laid down for what supervisors must do when they spot a danger.
