right - let's be a bit more precise: a frotador can be a contect strip on a pantograph (though it is not a term used to designate the pantograph as a whole). Since it is at bogie level (cf. text), then it is more likely to be a friction block, side friction block or transom.
It could just about be a contact slipper, if we were talking about a third-rail system but I doubt it
