Spanish term or phrase: articular/phrase
Talking about the decrease in non-university nursing training and the increase in university linked training:

"Este cambio de tendencia podria relacionarse al comienzo de procesos de acreditacion siendo los programas universitarios los primeros y tambien a innovadores modos **de articulacion entre instituciones universitarias y no universitarias**. Un ejemplo se da en Argentina donde la Universidad de XXX **articula** 11 escuelas de enfermeria de nivel superior no universitario y la Universidad de XXX mas de 20 pasando ellas a otorgar titulos universitarios de enfermera y licenciada en enfermeria".

I initially understood this as talking about "new ways of distinguishing between university and non-university institutions", but this does not seem to fit with the examples given. Am I misunderstanding the verb "articular" here?

I think that "integrates" would be a good rendition of "articula".

Another option would be: TO ASSEMBLE

Or, perhaps by using the passive voice ("converge upon") you get the closest meaning of "articula" in this context.

neutral  María Roberto: Elena, entiendo muy bien lo que significa la palabra "articular" en el contexto porque pertenece a la terminología pedagógica. Es una palabra que inventaron las corrientes educativas de moda en Argentina.

Explanation:
This "articulación" means that some kind of "bridging" program is established (by the higher level institution, the university of XXX in this case) so that those having non-university degrees can get the related university degree. In Argentina this happens mainly with teaching careers, where non-university degrees allow you to teach at high-school level, but then you can't go on studying for a master or PhD degree, because for that you need to have a degree issued by an University.
