('Capacitar' is used on a number of occasions in the document to mean 'training'; however here it would seem to mean 'approved', 'qualified' or similar. I'm not sure. The Spanish is Mexican Spanish. Also, I take the 'liberado' and 'liberarse' here to mean 'released'. Thanks in advance |

Explanation:
I work in the Validation area and I think the following:
the procedure document must be approved before a validation activity begins, and before approval, all related personal must have been "trainned" in the document. That´s how the quality system works. So, I believe here, and for the context given, "capacitarse" means i.e. "trainning executed", and "liberarse" means that the document has to be "current", or "approved".
Calificación del desempeño is Performance Qualification. In my work, every related document must be approved and current ("en vigencia")
