I decided to go with John's suggestion of "standard (report) format". As he suggested this as a "Note to the asker" rather than a proper answer, however, I don't feel justified in awarding the points to anyone else. Thanks to everyone for their suggestions.
I get the impression that the person who wrote the document used an understood term out of context. "Desarrollar" seems to be referring to the writing or, structuring or composition of the report. It seems to be saying that there is no template to follow.
