Explanation:
The gerund is more commonly used for titles in the U.S. (if the translations are for the U.S.). Also, as it is about number, "decrease" seems to fit better than "reduce".
I used the symbol "&", so that "Public Policies" will not erroneously look like another object of "Decreasing", but an independent subject (Public Policies to be adopted, or something like that.)
