Explanation: I think I can give you part of it only and I'm not sure, but I'll let you research it.
"C ALMIRANTE" may not mean contraalmirante (Rear Admiral), it may be "Ciudadano Almirante", in which case just "Admiral".
C.G. I don't know. "D.E.M." I think is "Diplomado de la Escuela Militar" (Military School Diplomate).
Like I say, I'll let you research it, it gives you something to work with.

Explanation: C. Almirante = Ciudadano Almirante. (Muy común en México lo de C.)
C.G. = no estoy seguro, nunca lo había visto. Podría ser lo que propone Parot = Comandante General. Para eso, ve http://www.sedena.gob.mx/index4.htm No encontré nada al respecto.
D.E.M. = Diplomado de (OJO, no es DEL) Estado Mayor, sin duda, eso es frecuente. Es la escuela superior de guerra en México.
