Google translating your sentence gives "A dam was built to intercept and control seepage…", which I think is acceptable in the context given.

I should note as well that I ran the normal Google checks. "presa de interceptación" is not a very common term; "interception dam" in English only seems to be used in obvious translated documents. So I think the original author is just trying to make his/her document a bit more flowery with unnecessary and non-existant technical terms! (of course I can never guarantee that a technical term doesn't exist just because I've never heard of it and can't find it, but…)
