"Se estima que 360 millones de cruces por año ocurren entre los dos países de los cuales alrededor de 97 millones ocurren entre los estados de Baja California y California. A lo largo de la frontera existe un promedio de 578,983 devoluciones por año, de estas devoluciones, el mayor porcentaje corresponden a las registradas en Tijuana (44%)."

Is this a euphemism for deportation, or is this a regular and normal thing with another name?

Deportar gral.mente implica la intervención del INS y de sendos abogados por las partes (INS & 'deportee'), y se llevan a cabo audiencias judiciales, en un pcoeso que dura varios meses (a veces años).

En el caso de la frontera con México, la inmigración diaria ilegal alcanza volúmenes inmanejables para el INS / sistema legal convencional de USA, y x ello se recurre a un procedimiento + simple, sin audiencias ni abogados: la devolución x parte del personal policial.

(Estos son los hechos--- no es mi opinión personal..... amo a todos los mexicanos, que son gente extraordinaria!!).
