Hola. Haven't found the whole sentence together but "self-employed dealer" (link 2) and "liquid dealer" (link 1). So it makes sense to me to merge them. What do you reckon? Check links to make sure, cheerio :-)

independent liquids merchant
I think "independent" fits "por cuenta propia" better than "self-employed", because self-employed can be under sub-contract to a main contractor, whereas "cuenta propia" suggests a truly independent operation.
