Reading the sentence as a whole, it seems that the "(contra)etiqueta" refers not to any of the actual physical labels on the bottle, but rather to the commercial or official class or category to which the product belongs, as mandated by the government.

Loosely, "the wine will be placed on the market under the general heading [or "under the classification" or "in the category"] of wine and wine-growing."

(Strictly speaking, of course, wine isn't "grown." The _grapes_ are grown, but the wine is "produced.")
