In Britain those critical of the welfare state often refer to it as the \"nanny state\" and bemoan the \"dependency culture\" but those working for the state - as in your context do not themselves have a dependency culture but acquiesce to it. They therefore have a \"culture of state welfarism\"

I am working with Adult Education in Greece.

Culture of assistentialism reminds me the way USA is Going to help Iraq.
This assistentialism gives the mpression that the Government owned all the economic resources in the country and could choose to give assistance only to those they wished.
