Spanish term or phrase: movilización (de opiniones/de la opinión local)
Contexto: Informe del mapeo de actores efectuado para identificar a los principales actores sociales y políticos dentro de las redes sociales, económicas y políticas de la zona de estudio donde se va a realizar el proyecto de exploración y explotaciónd e hidrocarburos.

Mi problema es la palabra "movilización" en este contexto. Como la idea es la de influir/influenciar en la opinión de las comunidades pensaba usar "influence", pero tal vez existe un término en inglés más exacto para este concepto. Copio dos párrafos donde figura el término:

"Algunos actores locales señalan que la compañía mantiene diálogo sólo con el alcalde y no con otros grupos de la comunidad, para iniciar una posible **movilización de opiniones** en oposición al alcalde, lo cual en el mediano plazo podría crear dificultades para la compañía, especialmente con respecto a incidentes producidos por las operaciones de la compañía efectuadas en las cercanías del pueblo."

Se trata de instituciones cuyos objetivos específicos están vinculados con la localidad y esto hace que su rol en la **movilización de la opinión local**, a favor o en contra del proyecto, tenga un mayor grado de libertad con respecto a los procesos en el municipio.

Explanation:
Just a suggestion that seems to fit the negative context ("en oposición al alcalde"). It might be a good option for making it sound as "native English" as possible.

iniciar movilización
rally


Explanation:
At first I thought of translating "iniciar movilización" as "stir up" - such as acb47 suggests, and it's a good suggestion. It's a bit informal and colloquial, though. Less colloquial, I think, would be to translate "iniciar movilización" as "rally."

"para iniciar una posible movilización de opiniones en oposición al alcalde" = to rally opinions in opposition to the Mayor.

"su rol en la movilización de la opinión local, a favor o en contra" = "their role in rallying local opinion, in favor or against"
