"Maquilar" es la realización de cualquier proceso de manufactura (no únicamente ensamble, pudiendo ser al 100% incluso), entendiéndose que los insumos y el producto supuestamente son de un tercero aunque con mucha frecuencia la "maquiladora" es propiedad de la misma empresa matriz.

Poner en circulación no es más proceder a la distribución del producto.

exp. The (in)famous maquiladoras of Mexico are often called "assembly plants" in English because inputs from elsewhere are used to assemble the products made. The DRAE defines maquilar as "Importar materias primas, tratarlas y exportarlas" but given the rest of the sentence, I think the term here definitely means "assemble". HTH!
