Oficialía is the Registry Clerk's Office, as in Oficialía Mayor "Chief Clerk's Office"

Clerk is not a humble wage slave here, any more than "Secretario del Consejo de Administación" - "Secretary to the Board"

I haven't looked up any references, they don't seem very necessary!
