The Spanish in your header is not correctly written. I believe it should read: "establecimiento no autorizado". Anyway, there is so little context that this is all I can suggest. This IS what it means. If it is for the British market, then "unauthorized" would be written with an "s"..."unauthorised".

Unauthorized EC Establishment


Explanation:
This is really weird for an import/export label. "Not EC-authorized" would be more correct, and it could never in any case apply to the establishment (distributor or seller). The more normal procedure is for all authorized products to simply have "EC" or "CE" on them. By default, they are not authorized (productos sin homologar).
