I would not use the word "court." Tribunal would be the word officially used. I used to work at the Organization of American States, in a dept. that deals specifically with these types of automated systems. You would definitely want to use the word Tribunal.

Explanation:
In American English at least, "Tribunal" is generally a court for war crimes.

In civilian society the word "court" is preferred.

Just to elaborate more, where I worked as a Bilingual Admin. Assistant was the Unit for the Promotion of Democracy at the Org. of American States. Our Unit worked directly with Latin American governments to incorporate automated voting systems, (included in Panama). More specifically, our unit often worked with the "Tribunales Electorales" of different countries, and we always translated the term in official English documents as "Electoral Tribunal" or "Supreme Electoral Tribunal," depending on the specific country.
