Plan doesn't seem to make sense here.

In addition to my main question, I have another. Is this a question? And if it is a rhetorical question, in Spanish, doesn't it still need to have question marks? And where would they go, at the beginning or like this "... histórico, ¿puede ..."

My rough draft:
In an abstract historic plan can one bring up the moral change that entailed the devaluation of traditional Christian virtue of humility at the beginning of Machiavellian political modernity
