Does se renueva here mean that the inhumanity that is born in a person who kills resurfaces again in the future?

I don't think the translation would be "it is reborn" but I agree completely with your understanding of the phrase. It is a sense of the inhumanity being brought back again to the surface.

Personally I would quite simply say "It is renewed"
