Idiomatically, "tomar decisiones" is "make decisions"

"costarle trabajo a uno" means "to be difficult for someone"

"le" without more context is simply third person singular - it could be "you" from "usted" or refer to "él" or "ella" and if inanimate, such as a company, it would be "it" in English.

In an isolated sentence like this, the "le" would have to be clarified by a prepositional phrase, such as "a él" or "a ella" in order to know which of the pronouns to use.

Esto en un nivel de psicología, es la expresión que se suele utilizar más a menudo, las otras aportaciones me parecen correctas desde un punto de vista de traducción, pero si es específico para psicología el equivalente que se usa es este que he expuesto.
Pongo un link con su uso, y en todo caso si se pone en el buscador "trouble in making decisions" salen páginas varias donde se puede ver su uso dentro de la psicología.
