I like the other translation, "allow people to speak in turn" in some senses. In Oxford "uso de palabra" is definitely "speak". However, I feel that possibly "asignar" is a little more assertive than simply "allow" something to happen, and that it is to direct or "allocate" (see Larousse). The noun "people" might be understand, but it could also be "allocate people turns in speaking". The main difference, albeit it subtle, is the assertiveness between "allocate" and "allow". Given the subject of leadership in which guidance, control, assurance, etc. are discussed, although either translation would work, I feel that "allocate" is a little bit more appropriate in this case.

Taking my friend Henry Hinds' advice, I "Googled it out" and found this:
