Explanation:
From the context it seem that "ascripción sanitaria o no sanitaria" refers to whether a given programme or form of treatment or therapy is classified as a health-service matter or not, and accordingly whether it is administered by health workers or others. I think the best term to use for "sanitaria" here is "medical", because that is the criterion of whether it is the responsibility of the health service: they deal with medical matters, not non-medical ones. For "adscripción" I think "status" is probably suitable, since when preceded by "medical or non-medical" it indicates in which of these two alternative categories something is placed, which is the sense of "adscribir" here.

Here is an example of the same expression used in a context which, though not the same, is somewhat analogous and bears out what I have been saying:
