I think that this refers to boats/ships (?)
If so then "acceleraciones de balasto" refers to the "free-surface effect" of liquids in tanks.
If ballast tanks are not completely full the ballast water will move with the ship/boat in the waves and develop waves of its own, causing an increase in the rolling amplitude (inclination) of the ship due to external waves.
If not, the previous answer suffices.
