Se podría partir del supuesto de que la , limitando el trabajo de finalizar el buque a una grúa, prescindiendo, por tanto, de los trabajadores de la segunda mano. Sin embargo, se ha decidido aplicar el escenario más pesimista posible, realizando el remate con las dos grúas y la totalidad del personal portuario implicado.

Explanation:
I'm guessing, but "remate" in Spain is the finishing touch of anything, and a mano is usually a coat of paint, so for want of more context, I think they may be referring to the finishing off of a boat/ship.

OK; since Mario appears discinlined to offer an answer, why not try this:
" ... finishing off the job using only one shift (of workers)."
In this case, if not in fact painting it, the "job" probably refers to loading or unloading the vessel (carga / descarga).
