The context is a legal document from Panama which formalizes the minutes of a meeting in which certain resolutions were agreed. The beginning of the sentence is 'SE RESUELVE: Otorgar, como en efecto se otorgan, a la Presidenta...'
There is also another resolution which uses a similar formulation 'SE RESUELVE: Designar, como en efecto se designan, en reemplazo...'
