Text is legal. The "plato de flijación" is on two submarines. The document is saying that X is wrong in seeking compensation ($100,000) for a "plato de fijación." There are many translations for "plato de f-" but they vary depending on the context: "assembly plate," "mounting plate," etc. This item might be related to an inertial navigation system - or it may not, i.e., at one point X is accused of wrongly seeking compensation for it in connection with the navigation system, but it is not clear what the connection is.
